Neighborhood Revitalization Program
The Bon Secours of Maryland Foundation (BSMF) supports housing assistance & senior housing initiatives designed to sustain strong, stable, and thriving West Baltimore neighborhoods. Developed in partnership with Operation ReachOut SouthWest (OROSW) – a coalition of more than 300 community businesses, churches, residents, partner organizations and institutions (including Bon Secours) that joined forces in 1997, they developed a 20-year community revitalization plan for Southwest Baltimore’s 20,000 residents.
Activities are based on a strategy of building upon the area’s strengths: neighborhood leadership; a strong and historic housing stock; an anchor institution (Bon Secours); and proximity to downtown, regional employment centers, a regional transit hub, and a scenic river valley greenway.
With OROSW, the Foundation’s impact on quality of life in West Baltimore neighborhoods is increasing. Since the program began, we have created new housing through rehabilitation and new construction (559 units to date). In addition, cooperative work with neighbors on Block Projects has resulted in tree plantings, home and garden improvements, festivals and celebrations, and youth activities.
Through the OROSW partnership, BSMF created Clean & Green, an on-the-job training landscaping program that has transformed and maintains more than 85 vacant lots into attractive and well-maintained green spaces, and has also begun to initiate community arts projects: large public murals, youth projects, garden projects, community newsletters, annual Harvest Festival and community heritage projects.
By joining community, public, private, and nonprofit partners, BSMF has helped to move forward revitalization of Southwest Baltimore.
BY THE NUMBERS
- In 2008, over 50 individuals received pre-purchase or foreclosure counseling and two housing counseling graduates became first-time homeowners. A recent Housing Fair was attended by 50 individuals resulting in 14 pre-purchasing a home and two settling on a property for purchase.
- In 2008-2009 Home improvement grants were provided to six homeowners for a total of $60K 22 homeowners for a total of $111,837.46.
- In 2008-2009, more than 100 seniors received “aging in place” services that link them to health, social, recreational, educational, transportation and financial resources that allow them to live independently in their homes.
